## Method

Compare live source HTML headings/anchors vs candidate `ml2-page` body. Candidates add ML2 structural headings (hero/guide/TOC labels) — expected chrome, not legal claims.

## 2530 → 2645

- Source legal sections retained in reading column (who/when/docs/bond/compare/FAQ pattern from Wave1).
- Candidate adds ML2 shell chrome + in-reading TOC; removes reliance on Elementor TOC above hero.
- No new legal assertions introduced in Wave2 pass.

## 947 → 2681

- Live article narrative mapped into ML2 sections; text-only hero (no decorative plant art).
- External/internal reference links kept where present in source HTML extract.
- Candidate-only headings: orientation / reading labels for ML2 pattern.

## 2557 → 2682

- Hub purpose preserved: route employers to sector pages.
- `ml2-hub-links` cards point at live sector URLs from source hub.
- Production Lishay form routing **not** copied into candidate send path (blocked); documented in report 26.

## Shared non-diffs

- Public WA numbers unified earlier (report 22) — both live and candidates show Liav office WA.
- SMTP / mail-delivery / submissions not modified in Wave2.
