### Why 2557 as third page

Representative **employer FW permits hub** (page template + professional routing to Lishay on production). Traffic APIs not used this turn; choice matches brief item (ג) and menu weight under «עובדים זרים למעסיקים».

## Shell isolation notes

- CSS ver `20260916w2` loaded only on `ml2-shell-active` pages (482 + registered candidates).
- Not applied site-wide.
- Elementor TOC widget hidden on shell; in-content `ml2-toc` stays in reading zone.
- Form field visibility rules scoped to `.ml2-form-mount` only.
